These are vintage space saver hook switches with the 30s era "F" type handsets or 50s through 90s type G handsets.  These were the standard industrial telephone through WWII and lasted well into the transition era, many until the end of Time Table and Train Order operations.  An external subscriber set ("sub set") or speech network is required.  Also note the F style handsets are made of bakelite and will chip or shatter if dropped on a concrete floor, so they may not advisable in basements without carpeted floors.  The F handset has a triangular cross section and must be held while talking or it will fly off into space!  (The more modern G type handset,deisgned by Henry Dreyfus of NYC J3 Hudson fame, has a flat back so it can be cradled by cricking your neck.)
